No, think of it as separate brackets, a 4 team bracket (the play-in games) and an 8 team bracket. If the 7,8, 9 and 10 teams are the 4 team bracket, 1 (actual seed 7) would play 4 (actual seed 10 and 2 (actual seed 8) would play 3 (actual seed 9).
Assuming chalk, that would mean 7 and 8 would be left as the winners. In an 8 team bracket 1 would play 8 and 2 would play 7.
