lets clear this up once and for all...is the clock supposed to stop on dead ball situations (ie out of bounds, inc passes) w/less then two minutes in both halfs or just the second? thanks.

You are correct. It is supposed to stop.
But trying to get the refs to Comply? Good Luck, They want it over with.
