there is space. There are 11 teams in A and 13 in B. Everyone knows a team was offered the opportunity to move up to A and CHOSE not to.

you`re gonna have to refresh my memory of the post that asked a team to move up. If I remember correctly, Tom just stated UDR was moving down and there will be 11 teams in A and 13 in B. Since you are obviously an insider, what team chose not to ?
