So now if the ball hits the ground before the holder or Quarterback catches it,the ball is dead. I know they play the skip rule at Nationals but I did not know it was played at States.

I was premature in posting under the announcements page. Apparently, we have recanted our position on the Skip Rule. The Skip Rule is again in effect, meaning the ball CAN skip the ground one time to the QB and the ball is NOT dead. Keep in mind whether the ball skips, bounces is totally under the interpretation of the officials.
If you still are confused please call me @ 703/371-4952 anytime during the week after 3pm and any reasonable time on the weekend.

Does this rule also apply to passes (forward or lateral) behind the line of scrimmage? In one of our games, we got burned on the double forward pass play, even though the ball clearly bounced before the second passer caught it. The Ref`s cited the `Skip Rule` as the reason the play was not whistled dead.

Putting the judgement of this call in the hands of the refs is a mistake.There are too many variables that are not clarified and it would be unfair to put them in that position.Examples : Was it trapped, Did it bounce more than once,If it rolls - is it dead or is that considered one bounce,Did a defender pull the flag before the offensive player had possession,What if the defender gets the ball while it is on the ground after one bounce and so on.Different refs see different things.The majority of players feel this rule should not change.If the ball hits the ground it should be dead.By allowing the skip rule- you are opening up a can of worms.It has already caused numerous problems in both leagues.

The skip rule according to Nationals(did`nt know it applied at State), is only on direct snaps to the Quarterback or the holder on kicks not double passes or anything else. The more you give 3 refs to do the more they have to be invovled. Keep it simple.

Skip rule was voted in at the commissioners meeting last December to bring state rules in line with Nationals - so it will be in effect at States this year. We decided to include this rule, then changed position once there was confusion with enforcement, but now we`re including it again. To make a long story short, we just want to give VFFA-states-bound teams as much exposure to the new rule as possible before States, and get other teams (new teams) acclimated to playing under this rule before the Fall.

Again to let evryone know the premature posting was my fault. I had not yet talked with BRO prior to making final decision and assume it would work to go back to the old way so I posted it. I then did talk with BRO a few days after the post and found out that wasn`t the case. After talking it over with Rob and Tom again on this matter we realized that I jump the gun. So this one is on me fellows not Rob or Tom, I do appoligize for the confussion.
As a personal note I prefer the old rule but it is better to keep it the way we have it to match the VFFA curent rule. Maybe we can present our case at the commish meeting this December to get it back to the old way. Any input from coach`s on this matter would be great as when we go to the commish meeting were there representing the FCFFL and the IFFL.

FOR YOU YOUNGER FOLKS WE EVEN HAVE PLAYED THAT WAY IN FAIRFAX IN THE 80`S--90`S FOR OVER 15 YEARS BEFORE THE STATE BUT IN A RULE CHANGE FOR THE STATE ONLY. BUT IN 2005 THE STATE RULE MODIFICATION WAS REMOVE WHICH NOW THE BALL CAN SKIP BACK TO THE QB OR HOLDER ONLY. RULE 4.3.G EX

Further clarification: The National Rule Book states (Page 22) Rule 4, Sec. 1, Art 3(Ball Declared Dead) g. "A ball snapped from scrimmage, which hits the ground after getting to or past the intended receiver, is dead at the spot at which it hits the ground. On a declared kick down a snap which hits the ground after getting to, or past the intended receiver." The ball may be played no matter how many times it hits ground (or even rolls) as long as in front of receiver, i.e. no "one-skip rule" in Nationals). (Effective 2006, VFFA rules the same, except dead at spot it hits if ball bounces back towards line). That modification is for snap receiver`s safety. The "one-skip" is a League amendment or early interpretation. NOTE: I think most Member Leagues will play the "snap from center being live in one version or another - RCJ
